Permanent Position - Water and Planning Manager

The Ausable Bayfield Conservation Authority (ABCA) is taking applications for the position of Water and Planning Manager. This position is an intermediate-level engineering position with opportunity to work on a variety of projects within the Water Management Programs of the ABCA.

Duties: 

  • Coordinate the implementation of the flood forecasting and warning program of the ABCA including maintaining a data collection network, budget preparation and reporting, and flood contingency planning.
  • Coordinate the inspection and maintenance of existing ABCA flood and erosion control structures, including budget preparation and reporting. 
  • Coordinate or provide engineering assistance with various water management projects including contract administration, budget preparation, working with other ABCA staff, contractors, consultants, and review of technical reports and preparation of written comments.
  • Coordinate the creation and operation of computer models to support hydrology and hydraulic studies, flood forecasting, and other water-related programs and projects.
  • Coordinate the Planning and Regulation program of the ABCA including the engineering review of, and providing comments on, technical reports such as Stormwater Management, Slope Stability Assessment, and other technical reports in relation to the ABCA Development, Interference with Wetlands and Alterations to Shoreline and Watercourses Regulation (Ontario Regulation 147/06).
  • Assist with interpreting and analysing data by preparing technical summaries, tables, and figures.

Qualifications:

  • A Degree in Water Resources, Environmental or Civil Engineering from an accredited University plus 5 years of experience in a water resources field. 
  • Membership with, or eligible for membership within one year, with the Professional Engineers of Ontario.
  • A thorough knowledge and practical experience in water resources engineering, hydrology, hydraulics, and water quality management theories, strategies, and techniques.
  • Experience in engineering design, technical report preparation and presentation.
  • Knowledge and experience in project management and budget preparation and management.
  • Knowledge and experience in preparing tender or request for proposal documents, reviewing submissions and making recommendations on selection of consultants or contractors.
  • A good working knowledge of personal computers with advanced knowledge and experience using Microsoft Office Software, AutoCad, other programming software including hydrology and hydraulic models, and a basic understanding of Arcview GIS software.
  • Team player with good organization, interpersonal, and oral and written communication skills.
  • Valid Ontario Driver’s Licence and a police records check certificate will be required of the successful candidate.
  • Ability to work outdoors and in adverse environmental conditions.

Assets

- Knowledge of structural maintenance and operation of water control structures.

- Experience in dealing with the media, including in emergency situations.

- Previous experience and knowledge about Conservation Authorities in Ontario.

Remuneration: $44.14 to $55.17 per hour depending on qualifications and experience

Hours: 35 hours per week with some evenings and weekends
